The gangs in San Andreas aren't supposed to correspond to anything. It's what you make it. You can list a million different reasons that Grove Streets are the crips, or vice versa.
As a real bully in San Andreas, you must always be vigilant and ready for action. Besides a thief, you are the grand sniper of the gangsters. Your gang is also involved with drug trouble, so you are the focus of the police. This mission game is a life mobile 3D simulator, so the level of action, speed and reality are huge.
It doesn't seem to be due to the 'Gangsters' issue, actually most of GTA players and fans liked the gangster theme of GTA SA, although around only %10-20 of the game's storyline is related to the Families. I guess the game's theme seems dark, for the following reasons (maybe there're more reasons):

I dunno bruh, as far as I know, the Vagos color is the same as the real gang "Latin Kings" and Grape street is basically Grove Street and it belongs to the families, maybe is the same that Lamar said in GTA V that the grove belongs to the families "in the past" and now is balla's territory, so as Gta:SA's story is "in the past" the Grove belongs to families.
